Digest of COSHAB's Decision After Reconsideration dated December 30, 1981, Docket No. 80-R1D5-1489. Harold Mitchell, Chairman; Mark K. Bowers, Member.

The appeal from the notice of failure to correct the alleged violation of 1596(a)(1) (front-end loader without seatbelts) and from a civil penalty of $400 was granted. A general violation of 1596(a)(1) was established. Employer contended service of the citation on equipment operator was insufficient.
