The portion of the Decision of the ALJ dated August 4, 1980 (Digest 14,009), granting Employer's appeal to the extent that the alleged repeat/general violation of 1598(d) (flagging garments on employees exposed to vehicular traffic) was reclassified as general, was affirmed. The proposed civil penalty of $1,350, which the ALJ fixed at $225, was entirely set aside because for a single general violation, no penalty can be imposed.
