A general violation of 1675(c) (ladders) was vacated. The ALJ held that the Division's proof of employee exposure was based solely on inadmissible hearsay. He commented that Employer also attempted to defend on the basis of hearsay, insufficient to establish a defense; but that--the Division having the burden of proof and having failed to present competent evidence--there was no need for Employer to offer any evidence.
