The Appeals Board affirmed in part and reversed in part the ALJ decision of February 11, 1983 (Digest 15,309). The Board found that a repeat/general violation of 6151(c)(4) (fire extinguishers) and a general violation of 5229 (injurious substances) were established, but that general violations of 3220(a) (emergency action plan) and 3221(a) (fire prevention plan) were not. The Board reduced proposed penalties from $2,720 to $350.
