The Appeals Board affirmed the ALJ decision of August 15, 1985 (Digest 16,279) granting Employer's appeal from an alleged serious violation of 1718(a)(2) (riding on hooks, slings and loads restricted).

Two employees were lowered about 90 feet to the ground in a "skip box" (a 3' x 3' platform with uprights, railings and a midrail chain, and a toeboard), secured to the hook of a crane.
