Employer, part of a joint venture executing a limited term construction contract, was cited after an accident to an employee of the joint venture. The Appeals Board affirmed the ALJ decision finding that, despite paperwork evidence, the Division did not prove that the separate company was the worker's employer. The Board also held that estoppel was not properly asserted under the facts of the case.
