EMPLOYER-EMPLOYEE RELATIONSHIP Labor Code §§ 6304.1(a), 6303(b) (2016) – The Division failed to establish that an employer-employee relationship existed between Appellant and individuals that the Division observed at a worksite. Thus, it failed to establish that Appellant was an employer subject to the Division’s jurisdiction.
