Cal. Code Regs, tit. 8, §§ 2320.2(a)(6), 2320.2(a)(4) (2016) – The Division did not establish that live parts of an electrical system were exposed, because it failed to show that the wires were not suitably guarded or isolated by caps.

ELECTRICAL SAFETY ORDERS – LOW-VOLTAGE ELECTRICAL SAFETY ORDERS, TESTS
Cal. Code Regs, tit. 8, § 2320.3 (2016) – Reversing an ALJ decision, the Board concluded that Employer failed to treat the installation of an electrical system as energized during the test process. A violation existed, but Employer established that it was unforeseeable; as a result, the Board vacated the citation.
