Flash Report: Pipeline Safety Bill Headed To Governor

The California Assembly has approved SB 1359, state Sen. Tom Torlakson's bill to reform the way construction crews locate hazardous subsurface installations prior to excavation projects. The bill, and Cal/OSHA regulatory action, come in the wake of a deadly November 2004 pipeline rupture in Walnut Creek that killed five workers and injured a number of others.
