BURBANK - The California Lead Accreditation & Certification Program began in June 1994; final regulations took effect on April 5, 1995. New childhood lead poisoning prevention legislation gave the Department of Health Services (DHS) authority to create a program that accredits lead-related construction providers and certifies lead-related construction tradespeople.Cal-OSHA has a special emphasis program for lead in construction. It is linked to the High Hazard Units and began on November 1, 1996.
