Reasonableness of Penalties, Seldom Used Equipment. The appeal was granted to the extent that a $55 proposed penalty was reduced to $40.
Appellant used a small portable "Sears" air compressor in its trucking operation. Appellant admitted that it had an unguarded V-belt and pulley drive, in violation of 8 Cal. Adm. Code 4070(a).
